What Art. 4 requires – and why training fits
Since its amendment by Regulation (EU) 2026/1744 (in force since 27 July 2026): anyone deploying or providing AI must take measures to support the AI literacy of the staff involved – taking into account their role, prior knowledge and context of use. No one has to guarantee a specific level of literacy. Documented training is exactly such a measure.
The duty remains
Art. 4 has applied continuously since February 2025. Since July 2026 it is worded as an obligation of effort – measures are still required.
